Microsoft now ships two Copilot experiences for organisations on Microsoft 365: Copilot Chat (free with any M365 work account, with enterprise data protection) and Microsoft 365 Copilot (the paid add-on, currently around AUD $54 per user per month). Both run on the same underlying models. The difference is what each can see and where it shows up. For Australian SMBs the right answer is rarely 'all-or-nothing' — it's usually 'free for most, paid for a deliberate subset'. The decision tree below is the one Frontrow walks AU businesses through.

What the free Copilot Chat includes

  • Web-grounded chat at copilot.microsoft.com when signed in with an M365 work account.
  • Enterprise Data Protection — chat content is not used to train Microsoft models, is bounded by tenant identity, and does not retain personal data outside the session.
  • Image creation via DALL·E.
  • File upload (within the chat session) for analysis.
  • Available in the Microsoft 365 mobile app and via the Copilot Chat web experience.

What the paid Microsoft 365 Copilot adds

  • Copilot in Word, Excel, PowerPoint, Outlook, Teams, OneNote and Loop directly — the in-app prompt experience.
  • Grounding on your tenant's own data via Microsoft Graph — emails, files, Teams chats, meeting transcripts. This is the headline feature and the reason the paid SKU exists.
  • Copilot Studio agents created in your tenant.
  • Higher rate limits and priority access to latest models.

The AU SMB decision tree

  1. 1Question 1: Does this user need to compose, summarise, or analyse content that lives inside Microsoft 365 (emails, files, Teams chats, meetings)? If no — free Copilot Chat is likely enough. Web-grounded chat covers research, brainstorming, drafting, image creation. Most marketing and brand staff fall here.
  2. 2Question 2: Does this user need Copilot inside the app where they actually work — Excel formulas they're editing, Word documents they're drafting, Outlook emails they're composing? If yes — Microsoft 365 Copilot adds material value. Finance, accountants, technical writers, professional services consultants typically fall here.
  3. 3Question 3: Does this user attend many Teams meetings and need post-meeting summaries grounded in the actual transcript? If yes — Microsoft 365 Copilot is the right call. Executives, project managers, senior account managers typically benefit here.
  4. 4Question 4: Is the user creating internal Copilot agents (Copilot Studio) for shared workflows? If yes — they need the licensed Microsoft 365 Copilot SKU. Otherwise free Copilot Chat suffices.

Three patterns Frontrow sees in AU SMBs

  1. 1The whole-org-free baseline. SMB rolls out free Copilot Chat as the default for everyone, with internal training on the web-grounded chat experience. Cost: zero. Adoption: typically very high because there's no licence assignment friction.
  2. 2The targeted paid layer on top. After 6 weeks of free baseline, identify the 15–30% of users who clearly benefit from in-app Copilot and grounded access to tenant data. Pay for them. Leave the rest on free.
  3. 3The role-based assignment. Some roles (finance, exec, sales engineering) get paid Microsoft 365 Copilot by default; others get free Copilot Chat and can request a paid licence with a use-case justification.

The trap to avoid

The most expensive Copilot decision Frontrow sees AU SMBs make is buying paid Microsoft 365 Copilot for everyone immediately, without first running the free Copilot Chat baseline. The free experience surfaces who is naturally inclined to use AI tools and who isn't. That signal is more valuable than any survey.
